Chiwenga at the Crossroads: Calls for Unity Dialogue Intensify

“The situation is dire. Chiwenga is being squeezed from all sides – by Mnangagwa loyalists who fear a palace coup, by opposition figures who see an opening for reform, and by the military establishment that installed him,” said a Harare-based political analyst who requested anonymity due to the sensitivity of the matter. “Without a structured dialogue, Zimbabwe could slide into the same kind of instability that followed the 2017 transition.”

Zimbabwe’s economy is bleeding: annual inflation hit 55.6% in July 2024, unemployment exceeds 80%, and the local currency has lost more than 80% of its value against the US dollar since January. The World Bank ranks Zimbabwe as one of the world’s least business-friendly economies, with foreign direct investment collapsing to under $200 million in 2023. Meanwhile, the Southern African Development Community (SADC) has repeatedly urged Harare to implement political and economic reforms, but both President Emmerson Mnangagwa and Vice President Chiwenga have resisted external mediation.

Geopolitical Stakes: Regional Stability Hangs in the Balance

The pressure on Chiwenga is not just domestic. Southern Africa is already grappling with election disputes in Mozambique, post-coup instability in Gabon (though not SADC), and economic spillovers from South Africa’s energy crisis. Analysts warn that a Zimbabwean power struggle could destabilize the entire region. “If ZANU-PF implodes, you risk a vacuum that could be exploited by external actors – whether Chinese state-owned enterprises protecting mining contracts, or Western powers leveraging sanctions,” said Dr. Tafadzwa Mukwena, a senior fellow at the Institute for Peace and Security Studies in Pretoria. “Chiwenga holds the keys to either a managed transition or a chaotic scramble.”

Reports of clandestine meetings between Chiwenga and opposition figures, including members of the Citizens Coalition for Change (CCC), have circulated since early 2024. However, no formal dialogue has been announced. The video report – which features unnamed insiders – claims that a faction within the military has presented Chiwenga with an ultimatum: unite Zimbabwe immediately or face a “counter-coup” from Mnangagwa loyalists. The veracity of these claims cannot be independently confirmed.

What is certain is that Zimbabwe’s currency crisis is accelerating. The central bank recently devalued the Zimbabwe Gold (ZiG) currency by 12% in a single day, and bread prices have doubled since June. On the streets of Harare, police routinely disperse protests against water shortages and power cuts. Against this backdrop, the notion of a “coup deal” gains traction as a desperate attempt to reset a broken system.

The international community is watching warily. The United Nations has called for inclusive political dialogue, while the African Union’s Peace and Security Council maintains a watching brief. The European Union, whose targeted sanctions on ZANU-PF officials were renewed in 2024, has offered technical support for a national dialogue but demands credible commitments to human rights and free media.

Whether Chiwenga – a man who once said “change is coming” hours before Mugabe’s fall – can now preside over a peaceful political settlement remains the most pressing question for Zimbabwe and the wider Southern African region. If the “coup deal” allegations are true, the next few weeks could determine whether Zimbabwe lurches into a new crisis or charts a fragile path toward unity.
